HAM operations in high mountains and cold weather

After years of thinking about it, I am starting to study to get my tech license. I have no real knowledge of radio communications as yet except for what I learned in the military decades ago. The plan is to get a decent hand held. I've toyed with a more comprehensive set up, but think my environmental challenges make this impractical.

I live in the middle of nowhere, about 100 miles from a real city. I live in a valley between two mountain ranges both about 7,000 -10,000 feet. I'm at 2,800 feet and in no direction is there is a mountain less than 7,000 feet. Winters get down to minus 20. The wife won't let me put any communication stuff in the cabin so it would have to go in a work shed that I only heat when I'm using it. I have electricity. I'm not aware of any repeaters in the area, and I couldn't put one on any of the mountains.

Should I write off any thoughts of setting up any sort of base station and stick with a portable? I image I could budget about $1,000-$1,200 for a com set up.

By the way, thanks for all of you who share your knowledge. I've downloaded a few study guides that several of you have posted.
