Running an elec. line under a driveway?

So,I'm thinking how to run an elec.line to 2 light posts(each side) at the bottom of a driveway.About 20 feet wide and 4 inches thick concrete driveway.Want to do it on the cheap of course.

Option 1#-under the driveway
I'm in Fl and the ground is sandy.I've used a jet nozzle on a power washer and blew holes under a sidewalk to run pipe,but that was only 2.5-3 feet,can't see how to do it 20 feet.
Somehow drive the conduit underneath with a BAH,but don't see how to control where the end will come out.

Option 2#-on top of the driveway
Have a chipping hammer and concrete saw,could cut a 2x2 channel,run the conduit,then patch over.

Option 3#thru the culvert
There is a small ditch and 1 foot diameter metal culvert about 5 feet away at the base of the driveway.
Could just run the conduit thru that,rarely get water in it,maybe twice a year.

#3 might be the easiest,but #2 the best?(never had luck patching concrete,always cracks)

Any other options or comments?
