Improving a spring

I see lots of info about purifying water and some about drilling wells but what about a spring? On my property there is a small creek but it pretty much dries up in July. On the big hill about 8-10 vertical feet is a wet muddy spot that stays wet all year and most months has water running out of the ground and into the creek.
My thoughts are to dig a large hole and build a concrete block 'crock' about 3' in diameter and fill inside with washed bank run gravel and outside with a couple tons of sand to act as a filter. Of course there would be a outlet pipe buried in the gravel and coming out of the hillside.
I believe I also have to dig a small trench uphill to funnel surface water away to keep from contaminating the spring.
Does this sound like a good workable plan? Would you go thru the effort for this? Most important what changes would you make and why?
