Why is an Obamacare replacement so difficult?

Forgive me if I take a simplistic view of this, as I have a very limited understanding of how this whole ACA thing works.

When it comes to a replacement for Obamacare, there are two things which I always hear are necessary to keep: coverage for preexisting conditions and children being able to stay on their parents plans until age 26.

So why can't they just pass a simple law which requires insurers to do those two things, then scrap the rest and throw it all back to the states/private sector?

Something like this:

"Providers of health insurance shall not deny coverage or discriminate against any person based on preexisting health conditions."

And:

"Providers of health insurance shall allow members to keep their children on their plans until said children reach the age of 26 years old."

Obviously that would be worded in more precise legalese, but you get the idea.

Then totally repeal the rest of the ACA. Boom. Done. The private sector then competes based on the two new rules and prices drop.

Is there some reason why it can't be that simple?
