State laws vary, but here in OK your neighbor is responsible for controling his animal. If the dog continues to act like that, I recommend he start building an outdoor kennel.

The alternative is both financial and legal responsibility for damages to pets and livestock, or worse an attack against children.

There is really no excuse for your nieghbor. When one of my Anatolians started acting aggressive against persons on our own land, and I shot my own dog.
