Does it take a village?

I'm not talking about the really stupid stuff you see if you google parenting fails; in fact, most of the results there can't be posted here.

I'm talking about basic bad parenting. For instance, one day last week I went into Walmart and it was about 17 degrees. Here comes white trash mommy and daddy with heavy coats and hoods on carrying a baby with no coat, no gloves, no hat, no shoes or socks.

Other times I have been at Walmart and see families with a half-dozen kids wandering around the store at 2:00 in the morning. I know when I was a kid I had a bedtime and it was more like 8. When I became a teenager and my bedtime changed to 9,it was a great privilege.

I've thought about this thread a lot but never started it before. The thing that pushed me mover the top this week was the story of a guy in Walmart who walked up to a little girl, 9 years old, and showed her naked pictures on her phone. She ran off and found her mother but the guy was gone. He turned himself in an hour later because he knew he was going to get caught. No one caught the other side of that story: Why is a 9-year-old girl wandering around in Walmart without her parents? I see that all the time; little kids walking around and no parent to be seen.

So what do you think about bad parenting and what should be done? What should be done when you see it? Sometimes I say something to the parent but other times I just keep quiet. WHat do you do? What would you like to do?
