Out of state ammo entering Calif. Enforcement?

It'd take checkpoints, perhaps manned by the CHiPs or something maybe done like seatbelt or DUI checks. But they can't have one on every avenue of entry into the state.

It's a stupid law and largely unenforceable. Just look to what happened in a few other states with laws that alleged all "high capacity mags" and ARs would be registered or reported. The compliance was very low. How does a state the size of CA with the borders they have even think they could control that influx?

It was a bunch of dimwitted politicians who think they can now brag that they actually did something to stop or limit guns. That law wasn't going going to do anything to stop illegal guns (or ammo if that is really a thing). If the law did anything, it turned a bunch of prior legal firearms people into criminals because they will still buy bulk. They may just have to take a short vacation to do so.
