Rifle like the Canadian C19

IF you guys havent heard, the Canadian rangers are adopting a new rifle to replace their old Lee Enfields. the standards were for a bolt action rifle with iron sights and the ability to receive a scope, resistant to corrosion, accurate to 300 meters and chambered in 7.62 x 51 NATO. after looking at the rifle, I have to say it looks great and will probably do the job well. However, this same rifle on the civilian market goes for around $2700. If this is what the Canadians are paying for a bolt action rifle in stainless steel with iron sights, a picatinny rail section and laminated wood furniture, I'm inclined to think they're getting ripped off.

What are some rifles that you guys can think of that would meet these specs, but not cost an arm and a leg? Operating temps were listed as between -60 to 102 degrees Fahrenheit.
