Apartment Prepping

So let me start this off by saying I know how you people are. We live in a small town 15 miles from a large city. Please stop now if you're going to say to move or to get out of the place we are. I don't need any unpractical things from what I am asking here. All I want is realistic and useful help.

Our family lives in a small town in Michigan and we are all in apartment buildings. While I live alone, my sister lives with another, my mom lives alone, and my brother lives alone. My sister decided to get really into prepping again based on the governments doing's right about now. I don't know the details, don't ask. But she did realize she wanted to get a little more detailed on her preps. Now we live in the same complex, different apartments but we have pretty much identical places. Her's is more cramped because of the two people living there. Our mothers is even more cramped.

We are also on a very tight budget. Any big prep that we do, we will go in together. We will be setting up a plan, that none of you need to know about, and sticking to it. The scenario's she's planning for are power outages, unrest throughout the city's and towns, looting, lack of food, and Nuclear War (although we both know that if that happens we're all screwed). So pretty much the simple stuff. We both will be getting our CPL within 2 years, because it's what we can afford. We will be stocking up on canned goods and learning to provide for our self as well within our own time.

So here's where you come in. Prepping still requires to stock up on some stuff, buy certain stuff, and pretty much just money to be used. Here is a list of things I would like help finding items for. Keep in mind we live in a apartment complex so space is limited to that. Any and all help would be appreciated. Feel free to give a list of items regarding each item on the list and we'll choose from there. Also please keep in mind some of these items are specific because of the things we are allowed to have following our apartment's regulations.

The List:Long term water filtration, long range radio communication, solar/electric generator, barter items, water storage, security (not including firearms or weapons), lighting, tools, entertainment, and sanitation.

If you have anything I may have missed which might be helpful or something I didn't think of, please add that too.
