BB Sized Holes in Corn Leaves

Have some corn plants in North TX about 1 ft high, planted about 3-4 wks ago. Been seeing some BB sized holes in the leaves, also some leaves cut away. AND saw one little dark-grey caterpillar (2mm wide x about 3cm long) on one of the plants which I removed.

Do I need to use neem oil, or do I need to make the plants healthier by adding fertilizer, or ... ?

P.S. Only interested in *organic* solutions, please
