Shtf cooking with caveats

So here's my hypothetical and where I hope to get your advice.

You need a lightweight stove that is portable (small enough for a bug out bag) but with enough capacity to provide for 2 possibly 3 people. An additional caveat include it being able to be used indoors (I'm in an apartment with no balcony). Not drawing a big crowd via noise or odor would be nice though perhaps there are clever solutions to that.

As for what it should be able to cook i'd say rice, boiling water, heating soups/canned food, pasta.

I might bug out so it would need to be small enough to pack in a bag. Yet if I didn't bug out then I'd be looking at cooking indoors.

I've done my share of camping in the high mountains and used a few very reliable MSR stoves like the dragonfly. Yet I'm thinking fuel availability and canisters might be iffy in shtf for these while they also do need some maintenance with the Jets.

What would you get given the criteria I outlined? I've heard and seen brief mention of so many stoves (rocket stove, wood burning stoves, esbit stoves, etc) which can make it hard to narrow ones choice.
