What could be going on?

So in my area of operations I have set up a bug out camp, it's not exclusively for bugging out if I have to, it is also a base camp for hiking and exploring in that area.

It consists of a tent covered with a tarp, and is stocked with food and water and sleeping gear and cooking gear.

Now to get to it you have to cross a govt installed chainlink fence, which to be discreet, rather than cutting a big hole in the fence to fit through, I have just made a small hole in the fence for a foothold, so I can put my foot in it and swing up onto the top of the fence and then take that foot out of the small hole in the fence and put the other foot in and swing down to the other side.

Like getting on one side of a horse and then getting down on the other side.

I set up a "tell" on the forest side of the fence, in the form of cotton strung between bushes and trees, as an early warning system that someone had been entering the forest there.

All was fine for a while but then the "tell" was down twice in a week.

So I set up another tell just in from the first one, in the form of cotton strung between bushes at half knee height.

So what has been happening now is the first tell has been going down, that is I go there and the cotton has been broken, about twice a week.

Yet the funny thing is the second tell, just a bit further in, has been staying up.

What is the explanation here? Is it a smart lurker who is looking out for tells and doesn't spot the first one and walks through it but see's the second "tell" and steps over it?

I also put a brittle stick through the "step" I cut in the chainlink fence, so that if anyone put there foot in the step, the stick would break.
Last time I went there the stick was still in place but the first "tell" was down again, and the second "tell" was still up.

So a couple of days ago I put in a third "tell", in the form of cotton strung between two bushes, and this was in a bit from the first and second "tell".

I am going there tomorrow and will see if this one is down or not.

I really think someone has been entering the forest by that route, but they are obviously on the lookout for "tells", which seems to mean to me that they are up to no good.

I am thinking I should get a game cam, and put it up in a tree focussed on the entry point to the forest.

I'm thinking if it is a person, and they are looking at the ground trying to spot "tells", then they wont be looking up and see the cam.

I'm really sure someone is going there, but I think a game cam will be the only way to know for sure.
Sure I could set up a camo'd surveillance hide near the entrance and mount surveillance, but I don't have the time or inclination to lie in the bushes all day for a few days on end to see if someone climbs the fence there.

I really can't see any other explanation for this one tell going down all the time, other than that it is a person sneaking into the forest stealthily.

I mean if it was some sort of animal, then you would think they would bring all the "tells" down, not just the one all the time.
