Dummy launcher

Hello, i found this launcher for dogs, which shoot out a "dummy" propelled by a blank cartridge. https://m.youtube.com/watch?v=xH_-uq1dX8Y

They shoot out the dummy with a big force and recoil, and i wonder if this kind of launchers could be used for self defence?

1. How would the launcher and dummy itself perform for self defence? How much stopping power would it have, within 15 meters?

2. How can these launchers be converted into more potent weapons? I though about a ballistic knife shooter, or a conversion that shoots bullets or shots, or maybe a pepperspray/powder/teargas launcher?
