Swamp draining itself?

I am guessing the origin of this council was an honor to give to a politician's wife as a reward for the politician doing you a small to medium sized favor.

There is no need for this council, or any other "arts and humanities" functions within the federal government. Any time there is a need for federal public art (for example if we commissioned a statue or designed a new dollar bill), we'd be hiring an artist from the private sector.
