It's more accurate to say these ARE illegal, and I'd think discussion of manufacturing "jammers" would be right up there along side the discussions of manufacturing explosives, poisons, toxic gases and the list goes on.
I know nothing of the control signals used with drones, but do have a good background in RF.
In order to jam a signal I think the first thing that needs to be addressed is to identify the exact frequency it is you need to jam. To jam a wide range of frequencies at one time would require a HUGE amount of RF power and a antenna capable of handling that range of frequencies.
