opinions on these?

I believe some form of radio is a must for several situations, i'll admit my ignorance on the subject, have these on my amazon wish list, my questions to the very knowledgeable crowd here are

a. are these worth buying ?
b. do these radios just talk to each other ? or if the need arises can you talk to others with a similar radio ?

I know i won't be able to talk to someone a state away, but a person or group within a few miles ?

I am just not very versed on this subject, need some laymen answers please.
